THE CHALLENGE

Public-safety and emergency teams need timely territorial information, coordination, and specialized training to respond better without turning technology into indiscriminate surveillance.

Grounded in the GAIA HumanTech Cochabamba proposal, Ojo de Águila is envisioned as a 12-month MVP for the municipality of Cochabamba. It would combine a pilot drone unit, real-time transmission, GIS analysis, photogrammetry, operational mapping, and technical training. Technology would support authorized decisions—not replace professional judgment or become a mass-surveillance system.

PROPOSED PILOT

Start small. Learn rigorously.

Define authorized use

Agree use cases, locations, responsibilities, protocols, privacy rules, and operational limits with police, emergency teams, and specialists.

Equip and train

Establish a pilot unit and train officers in safe flight, geospatial analysis, documentation, and coordination.

Validate through exercises

Run controlled search, emergency, and incident-reconstruction exercises while documenting time, value, and safeguards.
